SHELTERS FOR WEATHER, BATHROOMS AND DRINKING FOUNTAINS SHOULD BE REQUIRED. DISCOUNT PASSES SHOULD BE AVAILABLE TO ANYONE THAT IS LOW INCOME OR ON PUBLIC ASSISTANCE.
